Veterans often keep their weapons after the war is over. Seriously though, the guy was a well documented con-man, who in fact tried to make an alliance with the KKK to promote racial separatism. From the KKK's standpoint, if this Garvey guy could get Blacks (men) to stay within their own race and stop consorting with white women (i.e. Jack Johnson), and just get the hell out of America and move back to Africa (even though they were the ones that brought us here in the first place), they could "take their country back".
