The final episode was good but the overall storyline for season 4 was average. They should have gone with the angle of Hood and Proctor teaming up after the end of season three. Hood could have used Proctor's resources as mayor and crime lord to find Job sooner than he did. Plus he could have stayed with Ana (the love of his life) and raised his daughter. It made no sense for him to live in the middle of nowhere doing nothing for 18 months.
It could have been Hood/Proctor/Burton/Ana/BPD .vs The Cartel/White Supremacists/Chayton/Nola/Redbones. That's beef and f*ckery galore.
