This was written in a Conserative fundraising letter. It’s obviously politically inconvenient to be running against a guy who worked for a Conservative PM in the past. I think the words written in the moment, with no political motive, are a far better source for what he thought at the time.At the time Carney may have been neutral or leaned more conservative hence why harper would have chose him, but that was some time ago. Clearly his political position has changed and he saw the opportunity to become PM by being a Liberal. People's political affiliations change all the time.
The same PM Harper you are quoting is also saying, "Carney’s experience is NOT the day-to-day management of Canada’s economy during the global financial crisis,”.

Anyway I anticipate there’ll be an election campaign by next week, so we can revisit this when we have a better sense of his platform.
