If your ancestors experienced famine or had seasonal food like following herds, then you were horribly disadvantaged by being big. Being small meant you could survive with fewer resources and were more likely to survive as an adult. It also meant a better chance of survival as a baby or toddler if your system could run on fewer calories from your mom. This is the dynamic you see with these short Latinos and south east Asians.
Similarly, There are some environments where being tall is a necessity. Such as places where your body needed more surface area to dispel heat or have longer blood vessels
