They would score first and then defend with all 11 players. This tactic worked against Portugal (2x) Spain, France and Czech Republic (who everyone thought it was going to the final and win)

From what I remember they had like 8 players always ready to defend and then they scored on counter attacks and corners.

if you check highlights from the tournament you can see that all the opposing teams couldn’t get through their defense so they always had to shoot from outside the penalty area.
