Pretty much this. Austria has 25/26 players in the Bundesliga and gave Italy a real fight. Switzerland had a group of well seasoned professionals and knocked off France.

Heck, Uruguay has a like 3.5 million people and are 4-Time Fifa World Champions and 15-time Copa winners.
