To be fair, one of the reasons the rule of law is so weak in northwestern Pakistan, where this happened, is because of routine US bombings and the war in Afghanistan. Destabilizing the region allows these barbaric practices to flourish. Obviously that doesn't mean it's just the US's fault, since these practices are certainly native to the region, but our foreign policy isn't exactly making it any easier for the government to eradicate these tribal councils and other illegal forms of authority.
What are you going to blame for weak rule of law prior to US involvement in Afghanistan?
Irrelevant question. Doesn't matter if the US was or wasn't contributing prior to Afghanistan- they contributed to the modern situation. Anyway, Pakistan was a very different place decades ago.

As I get older, I find myself not exactly caring what the root cause of these things are (but I should). No matter what that cause is, at one point shouldn't someone say "Are we really going to throw rocks at someone until they die for owning a cellphone?" . Doesn't that have to factor in at some point, regardless of whatever circumstances there were/are that lead to that law/decision?
