I dont think it would be like Nazi Germany or the govt doing it because there would be a bloody war. I dont know if any non blacks would come to our aid. But you would have MAJOR blowback against the govt. It is more likely if law and order was broken down kinda like when the SOivet Union collapse you could have militia roving bands killing black black folk. This is definitely possible. If there was a MAJOR crisis in the United States that toppled or destabilized the existing power structure we all know which people group would be disproportionately affected. It could be very, very bad.

However, I don't think it's likely that such a crisis would occur here. The United States is stable when it comes to our government and maintaining power. But you never know what the future may hold.

Really, all minorities should arm themselves regardless.

However, the practices and institutions that you refer to as "genocide" aren't really meant to actually carry out "genocide" which implies total or near total demographic annihilation. The black population of the United States has remained relatively stable percentage-wise the past couple of decades, and is expected to grow slightly in the future. If this is a real genocide, it doesn't seem to be working very well.
