Partially? Yes. The DNA evidence is pretty conclusive that East Africans have significant non-African ancestry. As much as 45% in some groups. And that's what the race scientists back then were arguing. It was kind of a reverse one drop rule. Eugenicists like Carleton c00ns were desperate to save white supremacy given the fact all ancient sources said that the Ancient Egyptians were black. So he created the "Hamitic Hypothesis". Basically what it said was the Ancient Egyptians and by extension other "Hamites" like Ethiopians were descended from Caucasians men that went into Africa and mixed with the local Negro women creating the Hamitic race which started all civilization in Africa. And it was this reverse one drop rule that turned East Africans into Caucasians that saved white supremacy.
The problem for Carelton c00ns is modern DNA studies show its actually the female lineage among East Africans that contains most of their non-African ancestry. Not the male lineage. So it wasn't Caucasian men going into Africa mixing with Negro women to create the Hamitic race but instead it was Negro men going into Eurasia mixing with Caucasian females and their descendants migrating back into Africa.
Regardless of how you want to feel about this. The science is clear. East Africans are mixed. Part Black. Part Caucasian. Which given their phenotype should be obvious.

Race is a social construct. What I gave you there was the biological reality of the ancestry in East Africa. Obviously in America where we have the one drop rule anyone with any noticeable or known black ancestry is considered black. But in Brazil or the Dominican Republic, mixed black people might be considered non-black. That's the reality of how people with mixed origins are treated in different places on earth. Doesn't make one side right or the other wrong.

Black people have been a significant population in Spain for maybe 20, 30 years max. No one immigrated there before and they hardly have any colonial links with black Africa. Same with Italy, and a big difference with France, Belgium, UK, US, Germany, etc.
Spain used to be a Black ran country in the 1400s but nothing of recent note
