I mean why not have Roman only put up the WWE Title since that's the one Cody really wants. It's a real simple solution albeit too predictable but since when has that stopped them.

I know yall hate Dave but he reported a lot of the card months ago including saying Edge/Balor would be Hell in a Cell
The guys who is going to beat Roman needs to beat him for both belts, especially since it's his Universal Championship reign that has been going on for 900+ days.

My guess is they make the Tag Title Match of the Usos vs KO/Sami official on Raw.
I guess there are only a couple of ways to go about it
1. Roman only puts up the WWE title and Cody wins it
2. Cody wins both and relinquishes one and they do a tournament or something for the other
3. Roman cheats like crazy and they drag the story till summerslam and he breaks the record and has to defend the title twice in one night

I think it's an easy fix. If they are doing the draft and each brand has an exclusive roster then just have Cody vacate one title to whichever brand doesn't draft him and they can hold a tournament
