He reminds me of a black version of Heihachi Mishima in a way.
My issue with Tekken is they rarely develop their characters outside of the usuals (Jin, Heihachi, The Mishima family basically and no one else).

Hmm... well that changes my perspective on the franchise.
I haven't owned a copy of Tekken until recently...I bought 7 for PS4 and I love it. I haven't really been paying attention to the games since I had Tekken 3 on PS1. So i didn't know they developed more.
But you right the black characters like the other characters in the games are always well designed and developed...they just havent developed many of the characters to the storyline of each game the way they should though.
