Scratch that. Can't do Brazil since you need their version of a SSN. Went and tried old reliable Argentina and signed up for one month to test. Comes out to $3/month or $27/yr for their multi device plan. Going to test out this month and everything goes well then I'm doing the year. So far so good, watching the latest Westworld episode from last week .

I've been signed up as an individual argentinian account.
but recently, I updated it to a family plan. the ONLY reason I had trouble doing this is cuz I forgot to sign into the VPN prior to making this change. U cannot change the YT premium account unless ur signed into the VPN for argentina. going from an individual plan to family raised my monthly cost from like 98 cents per month to $1.40 a month
needless to say, my kids were thrilled when I added them.

absolutely not. I got a free VPN called tunnel bear which only allows 500MB per month. turn it on to sign up initially or change the account, and immediately turn it off once that's done.
