Big news agencies are going to want to make sure 100% it's true. But smaller papers like city papers are fiending for clicks and eyes and are definitely trying to do the minimal amount of verification before reporting but still racing to be first. This is a money issue, not political one. First to report is getting all the attention, click, and therefore green.
