Culture has nothing to do with it. There are blacks from all different cultures. To think that all blacks share one culture is lunacy. No, there are white Dominicans, black Dominicans, and mixed Dominicans. The point was that Dominican isn't a race, it's a place.So do you consider all DOminicans black?

A brown skinned person of African descent can claim any culture that they want, doesn't stop them from being black. You don't have to force anybody to acknowledge the truth but don't let someone's denial stop you from speaking the truth. There are men out here insisting that they're women and vice versa.
