I got to agree with this pretty much. Hell I PERSONALLY know a BIG TIME Hit man from Detroit who was in The Best Friends, a MUCH more notorious crew from Detroit. If you check out the documentaries on them he is in EVERY one and he had more bodies on him than Wayne Perry and snitched on the leaders of the gang. He was initially in witness protection but got put out. He is now freely moving the city because everyone who could REALLY be a threat to him is dead, locked up or broke down...just like you stated.
