i'm curious what specific plan kamala harris laid out for reparations, and what exact money she promised will be used to pay for it. or the dollar figure that she feels is appropriate

Wealth gap talk is misleading.
No one really has "wealth" outside of the top 1 to 5% of Americans. Whites have on average about $170k (thereabouts) in wealth while blacks/Latinos have just a few thousand. All that wealth is just from owning a home...often times whites are given huge down-payments from Granny to buy the house. Add that advantage plus making more money for doing the same work, and they're able to avoid debt more easily and pay off homes faster. Plus, they tend to get married and stay married at a higher rate....more dual income homes compared to us.
In truth, blacks actually save at a higher rate than whites. We just don't have as much money and without outside help, it's hard to buy a house. In terms of liquid cash, I don't think anyone is really doing all that well. Most people's wealth is almost exclusively tied to their home and homes in white neighborhoods appreciate in value more quickly since they are the majority and have a strong demand to live in their own neighborhoods. Blacks will live in all black, mixed or all white hoods...other minorities are similar.
