True, but there are different ways to work as a heel and you just listed some of the best wrestlers ever. Alexa is a mediocre wrestler and will probably never get better than average. She's more suited for the Divas era, but I guess we're kinda regressing to those times already anyway. And obviously her way of being a heel is working because the majority of TSC can't stand her and has a notepad and pencil out every time she's in the ring so that they can count her bumps.
If WWE wanted her to get more active in the ring, then I think she would. She's not doing this or talking about it without direction from higher ups.

She is like The Miz before he stole 50% of DB's style, and became a good wrestler. Most people wanna pretend Miz was ever a good wrestler prior to 2016, but he wasn't. He was generic wrestler and didn't understand how to build a match until DB retire. It fukking clicked for him and now he is making 4 Star matches with little effort. She needs to keep learning her craft. Wrestling is a 10 year art to master.

Bliss botches all the time and she hates taking bumps. If you think she's fine in the ring then your standards are very low.
Take Daniel's dikk out of your mouth because it's causing you to lose your mind. Miz was having good matches well before 2016, but since you're such a DB stan you bought into the Miz can't wrestle hype. Bliss sucks and she will always suck and wrestling is not a 10yr art. Look at all the men & women who can have good matches and it didn't take them a decade to figure it out.

On the one hand, what she's saying is correct. Her job as a heel is to be the villain you want to see be overcome. She's out there to be flashy and wow everybody, and like other heels, this translates to her wrestling a "boring" style.
The problem with Bliss, however, is that she isn't good at getting heat on the babyface which is the heel's primary function. She doesn't sell very well and she avoids bumps like the plague. She doesn't make herself look weak or vulnerable for long, and her matches often have endings that make her opponents look like fools. Granted, that's not all her fault - she doesn't book the show, after all - but the issues with her performances are thing.
Carmella, overall, is a much worse wrestler than Bliss. But one thing I think she has over her is that Carmella knows how to look weak and knows how to keep the audience against her during the match. Bliss only really does that while on the mic.

I don't know why people are listing male heels to compare her to. There are plenty of female heels that didn't put on boring matches like Mickie, Sasha and Charlotte. Bliss is just garbage who is skating by on WWE's boner for blondes.

You can be a heel and have long sections of offense without being complete shyt. Seeing as she can't bump and most of her moves look terrible why not have her do some limb work, work a body part or something, at least it'd tell a story.
