They would be considered high risk victims, but also, there is a possibility they are laying low somewhere, and don't want to be found, ducking warrants, or an unsealed indictment, or did some dirt and are hiding out of state. I believe the only "missing" that has been confirmed is through 2nd tier family members, and not any law enforcement officials, or immediate family.
