I'd say have the 4 horse women all win titles, but don't acknowledge them as a group. Have them slowly come together via common enemies or whatever leading all the way up until Survivor Series. Introduce Shayna and the Meth Heads at Summerslam where they jump Ronda. You can do a "Ronda got soft" storyline with with a heel Shayna. Ronda then recruits the 4 Horsewomen as her team at Survivor Series vs the MMA horsewomen and Nia (or whoever). The wrestling horsewomen all eat pinfalls via Ronda's "mistakes". Ronda is the last one left..."finger poke of doom".

Becky, Sasha, Charlotte, and Becky is a hall of fame (kayfabe) powerhouse
