I'd say that depends on who you ask;
If you ask the WWE or Triple H himself then yeah he's a little overrated
If you ask dudes on wrestling forums, or Brett Hart, he's one of the WOATs

Adjusting for inflation 
HHH is a better wrestler, but Cena holds his own just as well against top tier talent. Neither are going to be dragging classics out of anyone and are both void of classics that don't include top tier workers.
Where Cena blows him out of the water, however, is being the top guy. Whether you love or hate Cena, there is logic behind him being the number one guy, as it worked for some period of time. HHH will always be looked at as distant number 3 (at best) behind two GOAT tier guys. Not to mention his good qualities are overshadowed by the permanent McMahon stain + 20 minute promo + shovel combo. He's not better enough than Cena in any category for me to see him being ahead.
