The joker was made on a budget of like 50 million and that was seen as a mid budget movie so they obviously believed in this movie even more. They just messed up badly.

$50M is not mid budget and they didn't need more because there's no action set pieces. Batgirl needs action set pieces and $90M is PEANUTS for a tentpole movie...

The Suicide Squad was double that..
