Germany and Japan have had established infrastructures from outside forces for ages. Germany is a European country that was a beneficiary of the EU and other interests in Western Europe...Japan had unparalleled developments after World War I I and was the beneficiary of foreign investments, tourism, business, and alongside it's own political and economic gains...received financial restitution the U.S. After the devastating attacks on Hiroshima and Nagasaki.

To make these comparisons is very disingenuous and obtuse considering you're comparing countries that have had pull in the world sphere for years as established powers to African countries that are relatively "new" in regards to controlling their political and economic destinies and still haven't received any independence from the European countries who colonized them which are also the same forces keeping those countries poor and devoid of properly developing themselves.
