Whether Sammy or Darby wins it, it's got to these two in the finals with the winner losing the belt to the runner-up once it's established.
Sammy's earned it a bit more since he's been putting people over so tough, but he'd also be a made man if he lost in the finals to Darby and eventually won it from him later.
The pop could probably even unintentionally turn him face from people recognizing how hard he's been working.

If I would book it. I would have Sammy winning it and Jericho failing to win the Title from Mox, clean, maybe twice. It would begin to make Jericho look old while Sammy keeps on winning. Jericho would get jealous that Sammy is beginning to outshine him, causing Inner Circle to target Sammy.

And while I think Darby is great. He reminds me of Sting in a sense. He is a Chaser.
Plus Sammy G is a playboy which goes well with Darby's loner/skateboarder.

Your feelings hurt E stooge?The marks are gonna give it a pass but if it were WWE with a belt called the Fox championship they’d be shyttin all over it.
Vince McMahon is labeled a sociopath and compared to Hitler for continuing with WWE shows but you don’t hear a peep from the marks about AEW moving forward with their shows.
Maybe TSC should create a stooge title and you and @Max. can have a best of 7 series for it.
