They don't know how to work as actual heels (a lá FTR or Death Triangle), so they're cosplaying as what they think heels should be. However, they don't have the chops to pull off being "cool heels".
They want to be Hall & Nash, but they're really 2 (much smaller) X-Pacs who have the book.

not really Young Bucks but I think anyone in their industry that’s a long time veteran and been through whatever schools, indies and companies knows how to work as actual heels and faces.
It really just comes down to the choices they make to portray what they are doing. So I think it’s kinda disrespectful and short sighted to say any vet don’t know how.
Also, I don’t believe with what all these guys in any company does, there is one way and only one way to do things and if you don’t do it that way it’s wrong.
I mean MHassan when you think of it was a BABYFACE…. And some of the ways that Edge has been doing his thing with Roman, one can argue that he is the heel. Does that mean than Edge can’t be a Face or Hassan a Heel? Naw.
Also I think after the NWO, the way a Heel can be played has changed and can never go back.
More people are the cool heels than the hated heels, I see no difference be it that style and what The Undisputed or Sami Zayn has done

I remember for year people said that about Cena and Roman. But then you hear later from different people “no no no he is a great worker”
Everyone may not have the same level of acrobatics or technical skills. But for the most part all these guys that are long time vets know how to work….. hell even the Miz
