The same way people get quualudes in this day and age, you can reproduce drugs anywhere, its never more advanced than undergraduate chemistry.
Folks turn those sealed bottles over and use hypodermic needles to extract the real drank from the bottles. They then fill up the sealed bottles up with that fake drank. Then get a lil heat to seal that lil hole in the bottom.
A lot of people don't like Tek though. Tek is always the second option. Even rappers say it in their music

I had a boy who had a bottle of legit hydrocodone/alcohol pharmaceutical mixture. Hard to find shyt, and nikkas on the street was acting like it was fake. I legit felt like slappin all of these nikkas.

it's pretty simple. There are multiple manufacturers of Promethazine with Codeine. Actavis stopped making it because they were getting a lot of bad press but there are still multiple manufacturers that still make it Qualitest/Par for example. I dispense it at my pharmacy at least a couple times a week.
Also, part of the reason a lot of people don't like the other brands is simply because of recognition. The other brands may be a different color than what is popular so if you get some and try and sell it people may not believe it's the real thing. We used to get tons of people who would want a specific brand of Norco/Vicodin by Waston (which is now Actavis) because it had markings and color that people were able to recognize. We still get some people who bring in scripts for Promethazine with Codeine who will ask you before hand "what color is it?"
It's funny we get calls from people who will say "I found that tablet in my kids dresser can you tell me what it is?, you look it up and its Vicodin or Norco so you know they were just trying to get confirmation.

Supply and demand. Counterfeiters and bootleggers are making home brew Actavis to meet the demand created by hip-hop culture followers/idiots. Print label, seal bottle, and profit. Same as people pressing fake pills now too. Over $1K for a pint of codeine syrup? LMAO. Act like codeine isn't the reggie of that class of drugs. "But...but...but... ACT is different bro!"
This was a while ago. I don't know how much apap it takes to do damage but 325mg/15ML doesn't seem that concentrated.
