They have to apply to the league and basically prove the player is ineligible to play for the full season and then they award an exception that's like 20 percent of the players contract or some shyt. I was wrong too. They did give it to the Wizards. They got like 9 mill from Wall's injury.
You can use it via trade or to sign a player for 1 season.
