Bucharest had around 64000 stay dogs on the streets not too long ago and at night they used to take over. One night I was out riding my bike and took and wrong turn and ended up in the wrong dog barrio. About 25 of them chased me out of there. They didn't bite me and seemed afraid to get too close to the moving wheel/chain of the bike but if I had stopped then I would have been in trouble.
The authorities finally rounded the dogs up after a tourist and a young child were bitten to death by the dogs. At night when out and about in quieter areas that was the number one concern. Don't buck up on the wrong dog massive when they are in a bad mood.
In the day there were fewer dog gangs but there were stray dogs out and about everywhere, strolling around with everyone else and most people used to ignore them. After a while seeing stray dogs waiting like people to cross the road started to seem quite normal too.
