Who the hell wants to see a so called black cast movie/franchise give roles out to cacs and non blacks on some all lives matter shyt?

If it's a black cast movie/franchise why wouldn't the villains be other black people the same way it's done in standard all White cast (where the villain will be white), all Mexican cast (where the villain will be mexican) or all Asian cast (where the villain will be Asian) movies?

Usually when they played rulers who fought their own people they were portrayed as evil.
If they were good rulers they were portrayed as defending their people from outside invaders.

I'm not even sure what point you're trying to make.

The facts are when you have an ip/movie or franchise that's meant to exclusively be a cast of a certain group of people the villains are obviously going to be the same race.

That's why in the Police Story movies, where Jackie Chan is the hero, he fights other and ONLY Chinese people as it's a Chinese movie where the entire cast is all Chinese.

The hero in The Raid movies is Indonesian, the cast is Indonesian, so of course the villains are Indonesian.
