Only thing you have to do to be considered a gangbanger is affiliate yourself with a gang. There's variance within a fraternity but actually being part of a gang itself doesn't automatically mean you harm people, other than glorifying the culture...
Being a dealer isn't victimless bit you are providing a service that people want. Selling alcohol is a service people want to, bit we've legally monetized it, so the social acceptance of it us different even though we know that isn't victimless, either...
Being a sex worker is providing a service as well, but I guess the worst part is when you're trafficking people who can't adequately defend themselves from your deeds. Being a sex worker is worse, unless you're specifically stating the sex worker is a victim rather than a voluntary occupant...
The hypothetical would make more sense with added context, ie---->gangbanger with 5 kills, has shot and robbed dozens of people; dealer who has knowingly had people OD on his product, but continues to deal and deals to children; sex worker who entered the lifestyle voluntarily and recruits mentally weaker people into the cycle for their own selfish gain....
My personal answer isn't suitable to the OP but it's my own belief:
God doesn't choose who was better than who. He judges everyone based on the purity of their heart and character, for none of us are guiltless. I think he views all sin equally, if there is a heaven (which I don't necessarily buy), he grants inclusion not based on "who didn't cause the most damage", but who cleansed themselves from their sinful lifestyle in the most honest, pure fashion...
