I know they toyed with a 40 person rumble in 2011, but might make sense for them to bring it back with the depth of the roster.

Not necessarily depth, just bodies. There’s a number of participants who are practically jobbers or damaged goods. Does there really need to be a 40 man rumble just so Mojo Rawley and No Way Jose can be on screen?
Sheamus was missing as well even tho he was on the pre show.
