The Blazers really only "choked" in 91 losing to an aging laker team after having the best record in the NBA and heavy favorites to win the title.

They were underdogs against the pistons and bulls respectively in the finals, not having HCA to boot.

The 92 Blazers were a deep roster at that time era, Phil called them chokers to push the envelope to make the Bulls play harder with a shorter rotations.

Even repeating champs needed extra push to not get complacent and depend on the refs to give them foul calls.
