Wouldn't even call it jealous, Priest keeps treating them like he doesn't want/need them. Rhea has undermined them time and time again, specifically when someone new joins

and if you look,
both Finn and Dom went and got themselves their own underlings like they were seen to be for Priest and Rhea respectively.
So they both moved up to become their own bosses and fire their previous bosses, slotting JD and Carlito in under them.
