Fulton didn't say he was really impressed by Inoue's power. Said he was impressed by his skills and timing more than anything, and that's from someone many regarded as one of the sport's better boxers.
Inoue is special because he's advanced and polished in terms of textbook skills but he's unpredictable as well. That's knowing the 'rules' of good pugilism and knowing how to break them. Those are your Mayweather's, Usyk's, Shakur's, etc.
They won't get hit often by good boxers, but they'll be able to land on good boxers. Only way to really take them out is to land something big and hope you can finish it right there before they can recover otherwise they'll shake it off and go on to box circles.
