The decline started the night after WM 17.

True. I'm saying for 19 though Brock's concussion, Angle's neck, Austin passing out the night before, Jay-Z and Fabolous not taking Cena's battle challenge, Nathan Jones being a bust making Taker's match a handicap.

Also 18 and 20 had better buyrates but 19 was in the middle of cable companies switching to digital cable, so some people couldn't order it even if they wanted them too.
