A few factors:

1) The gang was acting brazenly, day light shootings in Manhattan, etc
2) Shotti and Matrix were recorded on the phone by the FBI saying they would "super violate" 6ix9ine
3) The FBI told 69 that his crews was gonna kill him when he was at Foxwoods casino in CT
4) 6ix9ine didn't care and the feds brought him in before he got hurt. I'm guessing this is because they assumed 69 would snitch and they wanted to use him before he was dead (and they were right )
