That is how studios work. They all get tax incentives to cover the cost of building and maintaining the studio and they all will leave when those tax incentives disappear because it becomes extremely hard to stay afloat.

I think the only place that doesn’t offer incentives is California and that is because they don’t have to, the studios are already there and paid for.
