This is a state issue. Republicans control the state of Louisiana, so it wouldn't have made a difference either way.

At the end of the day, he was trying to bring jobs and revenue to black people in Louisiana. What have Democrats in that state done over the past several decades. Nothing.

Aren't republicans famous for shutting down or going against anything that might benefit black people. So no matter what anyone tries to do, them being across the aisle will go against it.
