ROH used to be the company that discovered and promoted/created new stars. Their way of "discovering" talent for the past decade or so is waiting until guys blow up in PWG and are already on WWE's radar, or finding the most random bums from tiny East Coast indies that WWE will never sign. It's on them for not trying to find new hot talent before WWE does, which means getting guys before they get to PWG or EVOLVE.

It's hard in today's landscape, just way too many avenues in the indies that are just as good, if not better, no matter if you're veteran or fresh on the scene.

They did such a bad job at booking during the Bullet Club era, without their NJPW partnership they are so dead in the water right now.
