I always saw Roman as 1A and Seth as 1B. They were both given the chance to be the face of the company. In 2015 and 2019, it was clear that Seth was the guy. By 2020, he had already won multiple world titles, had the Heist of the Century, beat Triple H at Mania, beat Brock at Mania (something Roman hadn't even done yet).
