Winter months are the calmest in Chicago because everyone inside due to weather. When it warms up, is when everyone is out and the opportunity for bad shyt to happen increases exponentially and also the best time to find the nikka you been looking for cause he popped out too.
Imagine it's summer all year round in those conditions and I don't think you will be baffled at all.
