The liscense is what grants the legal permission to drive. So yes your liscense can be suspended. There are multiple ways a liscense can be suspended.
It could be by the state that issued it: Thus making it illegal to drive in any state.
or
It could be by another state that didn't issue the liscense and make it illegal for you to dive in that particular state.
There is no "colloquialism" in legality.
