Because Philly's total population is 1.5 million roughly.

In 2020, the presidential election had approximately 750,000 votes total. If this years total was 150% more, that would be 1,125 million votes more.

Politically, to get that kind of increase is ASTOUNDING!! I hope its true, but I wouldn't hold my breath
