Even if the best candidate for some lower impact Cabinet position happens to be a Republican, there is no practical value to announcing this as a preference other than continuing to tack right and normalize Republicans and their governing ideology. It's a symbolic gesture designed to acquiesce and signal to the Party and people that have actively destroyed the country that their sins are absolved even without penance. It's the reverse of Biden's pledge to pick a woman for his VP and black woman for SC seat. Republicans should be treated like the absolute scum they are, not some fundamentally unserious "good game, friend" bullshyt.

Dems are always forced to parlay this shyt, because the battleground states pull the strings are inherently red. Nonvoters typically lean center red there too.
