If you put 2 2's together you get 2 2's. That 2 digit numeral may represent the number "22" but all you got is 2 2's.

The "+" sign specifically represents addition. Yes that symbol is sometimes used outside mathematics to basically mean "and", but within mathematics there is no ambiguity about what it means.
