yeah they can be simps because the idea of a simp is essential someone who doesn't get any play but attempts to over pursue someone, and i've known some women to do that. usually those women are unattractive though because if she looks somewhat decent she'll probably get some sort of play. also, the reason why i wouldn't call them a hoe is because they actually do want to love and have some type of relationship. hoes just want to flaunt their sexuality to have sex, but women who are simps don't flaunt their sexuality (that much) and they're more concerned with having a relationship rather than just having sex with random dudes.
