I got locked up multiple times in my younger years (teens, early 20s) without handcuffs because I was a frail youngster. If they don’t find you to be a physical threat they often won’t bother to handcuff you. And in fact, if you ask them not to, they sometimes won’t. But this pretty much just means they find you to be soft or weak. So I can definitely see a teen girl not being cuffed.
