Because they painted themselves into a corner with the two top titles being held by performers Vince doesn't want wrestling constantly, but you can't sell a PPV, even TLC, without at least one top title match and we all know Brock ain't finna come work TLC.
And The Fiend was put over so strong, you can't do anything with it too often because anyone who wrestles the mask ends up buried because you can't hurt the character in kayfabe.

It's the problem they woulda had in Balor had kept the top title and actually gotten a run. The Demon was unbeatable, but you have to main the character an idiot for not using it 100% of the time, because that'd be the logical thing to do.

It'll be worth it if Bray and The Fiend work different styles. It's what Finn lacked - the differentiation.

But they won't. This will end in fukkery. Likely Bryan running Bray the fade during the match, getting Miz DQed. Lead to a triple threat, which would let them get the title off Bray without having The Fiend lose.
