He's BEEN over. To contradict your earlier post, Finn has STAYED over. Which is honestly a testament to just how much the WWE universe rocks with dude because they've done absolutely nothing of note with him since he got back from his injury and yet he consistently gets some of the biggest crowd reactions (points at how the crowd popped when he was putting in work during SS). The problem isn't that RAW "needs" faces; the problem is that RAW, like Smackdown, fails to properly utilize the faces they have, no matter how over those faces are. I mean, take the cases of Becky Lynch and Sami Zayn. You couldn't build better babyfaces in a lab. And yet, WWE consistently missed the mark with them no matter how good their work was, no matter how much the crowd showed they WANTED them to get their due (seriously, go back and look at those MITB matches. Becky consistently had the crowd wanting her to win it all, as did Sami) and the most common complaint around the two of them was "They deserve better". When you have two absolute picture perfect faces, and you can't capitalize on their abilities and popularity until you turn them heel...that's a creative issue, not a performance one.
