This was meant to happen to Goldberg in their Wrestlemania match, Vince built up to it for a year but Brock flipped the switch and quit. This is Vince's payback for Brock doing that all those years ago

As far as his next WrestleMania opponent is concerned, Heyman didn't give a specific name, but did mention that he expects "The Beast Incarnate," a RAW-brand Superstar, to either be defeating whoever the WWE Universal Champion is to become the new champion, or he will have already won the gold and will be defending it at the "Show of Shows."
