They're not carrying 4 QBs on the 53 man roster. Hell, most teams nowadays only take 2 QB
They love wasting picks on quarterbacks. Just go after free agents for someone who's proven they know how to play the position on this level.

And he was not garbage. Dude rewrote the single-season record books at PSU in a pro-style offense. Franklin implemented a system and changed his footwork, fukked him up his sophomore year. Then came back with a 16-6 TD-INT ratio as a junior.
His arm strength speaks for itself. He could really flourish in the league. Be patient!
